The Washington meeting. President of Ukraine Leonid Kravchuk and U.S. President Bill Clinton. A G O O D F R IE N D A T T H E R IG H T T IM E ANNA KRAWCZUK It was on March 3, 1994, that President Leonid M. Kravchuk of Ukraine arrived in Washington, D.C., with his delegation that included 1994 Olympic gold medalist in figure skating — Oksana Baiul, and fellow skater Vik tor Petrenko. The main purpose of this second official visit was to strenghten U.S.-Ukrainian relations and to seek U.S. assistance for Ukraine’s fragile economic situation. Upon arrival at Andrews Air Force Base, Pres ident Kravchuk and his entourage were welcomed to the United States by Fred DuVal, acting chief of protocol, Ukrainian Ambassador Oleh Bilorus, U.S. Ambassador to Ukraine William Miller and members of the Ukrainian American community. In the evening President Krav chuk attended a reception at the Ukrainian Embassy, with U.S. government officials and Ukrainian diplomats. On March 4, 1994, President Kravchuk met with Zbigniew Brzezinski and over a hundred businessper sons at the U.S. government agency, the Overseas Pri vate Investment Corporation (OPIC). OPIC finances and insures long-term private investment in emerging mar kets. This meeting was attended by executives from major U.S. companies, including AT&T, Apple Compu ter, Coca-Cola, Ralston Purina and Hewlett Packard. Also on the agenda this day was a private meeting in the Oval Office at the White House with President Bill Clinton, Vice-President Albert Gore, Secretary of State Warren Christopher, Secretary of Defense William Perry, Acting Prime Minister of Ukraine Joachim Zvyahilski and Minister Anatoliy Zlenko. At the conclusion of that meeting, President Clinton and President Kravchuk signed the Joint Statement on Development of U.S.- Ukraine Friendship and Partnership, Bilateral Investment and Avoidance of Double Taxation and other documents. The United States also extended the Generalized System of Preference (GSP) status to Ukraine, provid ing Ukraine duty-free access into U.S. markets for 4,400 products. He also promised to exercise leadership with industrial states and international financial institutions regarding additional aid to Ukraine. Both countries negotiated a Joint Statement on Economics and Com mercial Corporation, agreeing to establish a special Bilateral Commission on Trade and Investment to be chaired by the U.S. Department of Commerce and the Ukrainian Ministry of Foreign Economic Relations.
