Dear Dr. P elecovich: In accordance with my prom ise, I subm itted your le tte r of January 30th, addressed to Dr. John McDowell, M oderator, to the Budget and Finance Com mittee of our General C ouncil. I am directed by this Committee to state that it is with g re a te st regret that the Committee is compelled to say th a t it does not seem advisable at present to open our churches for the presentation of this appeal. This is due to the fact that our Board of Foreign Mis sions is laboring under a debt and facing o b lig a tions which will require all of the resources of our churches to meet.
