SMITH ELIOT WAD8WCRTH Miss Nellie Pelecovich, Chairman Ukrainian National Women’s League of America 307 East 10th Street New York City My dear Miss Pelecovich I have the honor to acknowledge receipt of the appeal in behalf of those who are said to be suffering severely from famine conditions in the Ukraine, for warded to the American Red Cross by the Emergency Relief Committee of the Ukrainian National Fomen*s League of America. Ге can understand the anxiety which the reports of privation front the Ukraine must rouse in the hearts of all who sympathize with distress and especially of those who are boi:nd by ties of kinship with the unfortunate vho are unable to overcome the circumstances which afflict them. There are, however, limitations upon the activities of the Red Cross which we cannot disregard. Fithin the territorial boundaries of the United States the American Red Cross can enter promptly and without hesitation into any situation causing severe suffering to a great number of our own people but under the laws and customs which control the national Red Cross societies all over the world, no society can enter a foreign country for purposes of relief without first having re ceived an invitation or an approval from the government and the Red Cross of the country for which the relief is intended. Under these restrictions the American Red Cross could not take the action which you request. It may be of interest to you to know that we have recently received information that no outside organization will be permitted by the Soviet authorities to send relief supplies into Russia and that if attempts have been made to ship such supplies by any organization outside of Russia, they have probably been refused admission to the country. lie are advised, however, that persons in the United States who wish to contri bute food or clothing to individual relatives or friends in Russia can do so freely under a system which has been established by the Russian Government. Under this system, it is stated, a person in America c an pay to a Soviet Agency in the United States any lesir?*d sum of money, with instructions as to ho?' this raoney is to be expended and to whom the proceeds of the expenditures are to be delivered in Russia, with the result that the Russian agents of the system will expend in Russia the oney placed in their hands for the supplies they are instructed to buy and will deliver the goods into the hands of those for whom they are intended by the giver.
