It was in 1888 in Washington, D.C., that a convention of women leaders from eight different countries gathered to found the International Council of Women. The women, as representatives of women from their respective countries, hoped to unite women and women's groups in a global organization that would work to insure a better future for generations of women to come. In time, the ICW became a powerful force for peace and friendship among nations. One of the oldest international non-governmental organizations in existence, the ICW now has 79 councils around the world. It has achieved high visibility and is strong and vocal presence in the United Nations. The National Council of Women of Ukraine (NCWU) became a member of this prestigious organization at the Sixth Quinquennial ICW Meeting hosted in Oslo, Norway in 1920. The next meeting, held in Washington, D.C. in 1925, was a somber moment for women from Ukraine. They were not issued visas to attend this meeting and had to be represented by Ukrainian women from America and Switzerland. It was at this meeting that a question arose as to whether, in the absence of a Ukrainian UNWLA, Inc. delegates of NCW/USA with newly elected Pre sident of ICW, Pnina Herzog of Israel. After the Washington meeting, the NCWU was dropped from the membership list of ICW. As a result, Ukrainian women living in the free world assumed responsibility for their sisters in Ukraine who could no longer speak for themselves. They founded the Ukrainian National Women's League of America (1925), the Ukrainian Women's Association of Canada (1926), and the Ukrainian National Women's League of Australia. Other Ukrainian women's leagues and associations in other countries were also established. They affiliated their organizations with their countries' respective National Councils and through these Councils, they were able to attend international meetings and speak of the problems and hardships that women, families and children faced in Ukraine under the Soviet regime. The International Council of Women's 28th Triennial Plenary Conference (June 15-22, 1997) was held in Ottawa, Canada. Over 250 delegates from 35 Women's Councils around the world participated.
