Based on the pilot, a draft of the regul a- tory document h as been developed. This doc u- ment details the procedures for identifying cases of VAW, as well as for providing services and intersectoral referral of VAW survivors (in cluding those who have limited access to the state - sponsored serv ices, such as HIV - positi ve and street - involved women and girls). There are plans underway to have this document approved by the Cabinet of Ministers of Ukraine for implement a- tion at the national level. The “ROZRADA” team participates in the im plementation of this project. Our Center has developed three text books for professionals who work directly with w omen victims of violence as well as with the perpetrators . The progress made thus far in the area of co m- bating VAW in Ukraine can be summarized as follows: 1. There is a gen eral recognition in Ukrainian s o- ciety that violence against women is bad , and many people are aware that there are laws which protect the rights of victims of violence . 2. There exist social service cente rs for families , children , a nd youth in each distric t of every r e- gion of Ukraine. There are professionals in these centers equipped to help and defend the rights of those who have suffered from vi o- lence . 3. There is a system of reciprocal actions in place for all participants in the process of preventing and overcoming domestic violence in Ukraine, such as social services, healthcare providers , law enforcement , etc. 4. There exist shelters for women who have su f- fered from violence in some regions of the country . 5. There is a legal provision for correcti on pr o- grams for p erpetrators. Some correction pr o- grams have been developed and are used in some regions of Ukraine . At the same time, many problems are yet to be solved: 1. Violence against women and domestic violence are not yet crime s in Ukraine . 2. A v ictim of vi olence must defend her rights in the context of private rights. 3. Judges and attorney s are not yet sufficiently educated about domestic violence and wo m- en 's rights , and do not pay enough attention to these issues . 4. Many victims are not even aware of the fact that they can have safety and protection of their rights. 5. It is essential to establis h an ongoing system of education, supervision and support of all pa r- ticipants of reciprocal actions in each region of Ukraine . 6. There is a great problem with helping victims of rape. V ictims of rape in Ukraine almo st ne v- er ask for help as they do not believe that an y- one wants to help them. 7. Psychological services must be regulated by law. It is necessary to establish all procedu res for psychological help and educate practical psychologists. 8. Ukraine needs a large - scale ongoing info r- mation campaign about VAW on the national and regional levels.
