UNWLA.ORG 9 Presentation at THE 57 th UN COMMISSION ON THE STATUS OF WOMEN Side Event “ A Global Outcry: It Should Not Hurt to Be a Girl” by Liudm y la Yakovleva, President of the National Council of Women of Ukraine The topic of today's meeting , “ It Should Not Hurt t o Be a Girl ,” is extremely important for Ukrainian society. The economic crisis that still persists in Ukraine severely hit the most vulnerable categ o- ries of th e Ukrainian population — the elderly , women, youth , and children. The steep decline of industrial , agri c ultural, and household production as well as the closing of enterprises caused job cuts which affected first and foremost the situ a- tion of young women who did not have sufficient qualifications. Today Ukraine has th os e phenomena , which we previously saw o nly in foreign movies. Human trafficking, sexual slavery, rape, violence against women, and domestic violence are signif i- cant problems now in Ukraine. Being unable to obtain an education and/or a job , young women fall under the infl u- ence of sexual speculators, go to work abroad, and become engaged in prostitution. According to statistical data, most cases of violence against girls and women happen in fam i- lies. Over the last three years , the number of calls about domestic violence has increased and is about 130 , 000 per year. The main problems that lead to domestic violence are unemployment, poverty, lack of d e- cent housing, low level of communication culture between men a nd women, and as a consequence, infidelity , confusion, and inflexi bility of relatio n- ship s . In order to ensure proper social protection of children and disadvantaged families, to strengthen family values in society, and to foster responsibility in parents, the government of Ukraine adopted a National S trategy for the pr e- v ention of child abandon ment until 2020, as well as the State Social Program on Family Support until 2016. Centers which offer practical assistance to victims of violence and trafficking were opened in every region. T here are now 742 of them. These centers are a public institution, and their staff has recently quadrupled. Women's NGOs actively c o- operate with such centers. The centers ’ activities focus on health coaching, psychological counse l- ing, protecting the rights of women and families, providing soc ial and educational services as well as practical support to women in solving various problems. Qualified lawy ers, psychologists, su b- stance abuse specialists , medical psychologists , and other speci alists give help to victims free of charge . The centers hav e sh elters for women who have been victims of domestic violence and free hotlines, where women can call and receive expert adv ice. A special hot line for children was opened a year ago. In only one month , the line received about 2,000 calls from children living in all r e- gions of Ukraine. Recently we were faced with cases of vi o- lent behavior amo ng girls. Sometimes these cases of abuse directed at a girl are videotaped by her friends and put online. This kind of behavior is promoted by n u- merou s ads with sexual content , movies that propagate online cruelty, sexual abuse, and child por nography. I have three non - adult grandchi l- dren, who unfortunately spend much of their free time in front of the television screen and on the Internet. I do not want them to grow morally crippled by watching such programs. Ukrainian women actively support the provision of the S eoul Declaration, adopted by the 33 rd General Assembly of the International Council of Women in 2012, which says that sexual crimes against wo men should be treated as a vi o- lation of women's right to dig nity and be pros e- cuted as crime s . All governments should block pornography on the Internet at source. The N a- tional Council of Women of Ukraine is active in the National Expert Commission for the p rote c- tion of moral s and the rights of children to secure informa tion online . W omen ar ound the world should be united in this cause. Human trafficking remains the issue of the day for Ukraine. Ukraine is increasingly b e- coming a source country for trafficking — in most cases, for labor exploitation, especially in agricu l- ture and construction. Even educated w omen get trapped by traffickers because they are looking for job s abroad, as there are few employment oppo r- tunities in Ukraine. Every year up to 1 , 000 vi c-
