As you are aware, the President has publicly expressed our country's concern for the people there and our willingness to give whatever aid we can. Because of the numerous requests for appointments to discuss this disaster, we are unable to schedule the time for such a meeting. You will now be aware from reports by the media, that the Director General of the International Atomic Energy Agency and two of the Agency's senior technical experts visited the USSR between 5 and 9 May 1986, upon the invitation of the Soviet Union. The press communique which was issued in Moscow and the summary description by the A g e n c y ’s representatives after their visit to the Soviet Union are attached herewith for your information. I also include the relevant information provided by the USSR authorities on the accident. A special session of the Agency's Board of Governors was held on 21 May 1986 to discuss the issue and to make certain recommendations and suggestions. The summary of conclusions, as agreed at the end of the Board's deliberations is also attached to this letter.
