takes on responsibility o f any kind, she must know how much time it will take to do something and she must make a commitment. There must be an under standing o f and dedication to organizational matters. W orking in our organization and in our commu nity can provide much gratification. B y caring about our organization, we do many things that show that we also care for our churches and schools and other insti tutions. Leadership is important. If you are in a govern ing position you must not be arrogant or presumptu ous. You must be sympathetic and kind to all members in the branch. Y ou must learn to like them and respect them, be there for them to cheer them up, and help them as a mother would help a child. Members o f the branch executive committee must work in harmony among themselves. They should consult with each other on the agenda o f upcoming meetings. Meetings must have a meaningful and interesting purpose so members will be interested in attending. Without an agenda, meetings can become rowdy and drag. Every member may give proposals and suggestions. It is up to the president to present them in a manner that is positive. Some suggestions are better than others, but even someone who has a bad suggestion should be treated with respect. Then, if the proposal is not ac cepted, the member making it is not offended. If the branch executive committee works prop erly, members will attend meetings gladly and perform their responsibility with pride. This gives a branch strength, and a strong branch will earn the support and respect o f the entire community for its work. W e are sometimes confronted with failure and we are saddened. Failure is unpleasant for everyone, but it is something that we must overcome and then move on. W e learn from our failures and become bet ter and stronger. If w e believe in what w e are doing, those that wish us to fail will not succeed. It is our suc cesses that will be remembered. unwla Parliamentarian Delivers Lecture at U.S. State Department's Foreign service institute The following article is adapted from a guest lecture delivered on May 18, 2004, by Oksana Xenos, J.D., at the invitation o f Professor William Gleason, Chair, Advanced Ukrainian Studies at the U.S. State Department’s For eign Service Institute, to a class o f students shortly before their deployment to Ukraine to assume assignments at the U.S. Embassy in Kyiv. The topic o f the seminar, held at the National Foreign Affairs Training Center in Ar lington, VA, was “ Ukrainian Women in 2004: Perspectives and Activities o f the Ukrainian National Women's League o f America. ” Dr. Xenos ’ lecture was part o f a series o f seminars conducted by the Foreign Service Insti tute’s Europe Area Studies Program, which has recently featured lectures by prominent officials o f the U.S. Con gress and U.S. State Department, including Ambassadors Carlos Pascual and Steven Mann. It’ s a real honor and pleasure to speak to your class today on behalf o f the Ukrainian National W om en’s League o f Am erica. I understand that you will be deploying soon to assign ments at the U S Em bassy in K yiv, Ukraine. I wish you all the very best. What I’d like to do first is to give you a brief overview o f who we are. Then I’ ll talk about what w e ’ve been doing as an organization in terms o f our cultural, educational, and social welfare actions. F i nally, I’ll cite some o f the problems I believe we need to address, what is on the horizon for us, and then I’ ll open up the floor to your questions and comments. Overview The Ukrainian National W om en’s League o f Am erica is an organization over 3,000 strong with more than 100 branches and 9 regional councils throughout the U S. Our sister organizations or mem- bers-at-large operate in nearly every country in the Western Hemisphere, both North and South Am erica, all o f Europe, including o f course Ukraine, Australia, and even the Far East.
