XLIX OCTOBER 1992 Editor: Marta Baczynsky THE WHITE HOUSE W A SH IN G TO N I am delighted to send greetings to all who are gathered — both Ukrainians and Ukrainian American — to commemorate the First Anniversary of the Declara tion of Ukrainian Independence. This is truly a special day for Ukraine. The people of Ukraine have embarked on a daunting, yet vital task — building Ukraine into a full and democratic member of the European and world communities. We will stand beside their continuing efforts to establish human rights. Similarly, President Kravchuk also faces many challen ges in creating a market economy to bring prosperity to the Ukrainian people. The United States stands ready to assist their efforts at market reform through our techni cal and humanitarian assistance in a variety of fields. Ukraine has also dealt courageously with one of its most complex legacies, nuclear weapons. The Parlia ment’s resolute stand to become a nonnuclear weapons state has served as an important guidepost in our com mon efforts to rid the world of the threat of nuclear destruction. Just as Ukraine has grown quickly as a Nation, so it has grown as a friend of the United States and a responsible player on the world scene. We will continue to work together closely — a process greatly aided by our meetings with President Kravchuk in Washington in May. At the same time, we are heartened by the respon sible way Ukraine has sought to resolve questions with its neighbors as a sovereign equal and through peaceful negotiations. Eventually, many American Presidents will be able to congratulate Ukraine on its independence, but as the first to do so, I would also like to wish the Ukrainian people peace, health, and prosperity in the coming year. GEORGE BUSH President Ukraine celebrated the first anniversary of its Independ ence Day on August 24, 1992. In Ukraine and through out the world wherever Ukrainians live, the day was marked with thanksgiving and celebrations.
