And the situation which the ap- peal tells in a few words is soul-stirring. “In’ the clutches of death”! “Dying of starvation”! Those phrases are clarion cries to all humanity but especially to you, my friends, is their meaning more poignant, more significant. That you realize your duty in this situation, I can readily believe, from this great de- monstration of protest against an attempt to extermin- ate your race. Wherever your people are to be found in large numbers similar demonstrations would spread the truth about the sufferings in the Ukraine and, perhaps, lead to some improvement, Russia’s mischievous madmen may be expected to deny again, that famine exists, as they did in. the famine of 1921-2 when 3,000,000 of your countrymen were undergoing actual starvation. They will proba- bly point to the great and abundant harvests in the Ukraine and deride the thought, in their own specious manner, that the people are in want or are suffering. Visitors to Russia are excluded from the Ukraine. ‘They were excluded in 1921-2. It is in line with their action in suspending work on the Ukrainian dictionary, because it might promote the nationalistic spirit, and with their weak- minded attempt to “edit” the patriotic utterances of your great poet, Shevchenko. You have no time to lose if you would do your duty. This great demonstration should record its protest against the treatment accorded theUkraine by the Soviet authorities and, in the name of humanity, which is greater than any or all nations, demand an improvement in the intolerable and destructive con- ditions there prevailing. You might well forward a copy of this resolution to the President of the United States, and to each representative in the League of Nations. And while you are so engagd, it might serve your purpose to take up the suggestion of a French per for the of an i commission to investigate the entire situation. You are far removed from Russia, but the mails will carry your protest to every government in Europe and cost but little. Bolshevism hates to be exposed. Expose it. Com- municate to all the governments of the world what you do here today and why, and wait for results. The Soviets may turn aside a few inquiring foreigners, but if the voice of the world demands inquiry the situation is changed. Do it now. Europe owes you consideration. You deserve much at her hands. For generations your Cossacks stood between her and destruction at the hands of the Mongol, Tartar and Turkish hordes that invaded Europe. The Ukraine made a aty with Russia in 1654, which extended her equality and sovereignity, and in December, 1917, was proclaimed a е republic. The Bolshevists have blighted that realization, but you are not going to submit to their hypocrisy and tyranny. You are going to show the world that you have the strength and will of your courageous ancestors, who resisted to the death Pole, Tartar and Russian. And, also, to prove that Shevchenko did not strive in vain, and that his purpose is yours —to make the Ukraine free.
