We can understand th e a n x ie ty which th e re p o r ts o f p r iv a tio n from th e Ukraine must rouse in th e h e a r ts o f a l l who sympathize w ith d i s t r e s s and e s p e c ia lly o f th o se who are bound by t i e s o f k in sh ip w ith th e unfortunate who are unable to overcome th e circum stances which a f f l i c t them. There a r e , however, li m i t a t i o n s upon th e a c t i v i t i e s o f th e Red Cross which we cannot d isr e g a r d . Within th e t e r r i t o r i a l boundaries o f th e United S t a t e s th e American Red Cross can e n te r promptly and w ithout h e s it a t io n in t o any s it u a t io n causing se v e r e s u f f e r in g t o a g r e a t number o f our own people but under th e laws and customs which c o n tr o l th e n a t io n a l Red Gross s o c i e t i e s a l l over th e world, no s o c ie t y can en te r a fo r e ig n country f o r purposes o f r e l i e f w ithout f i r s t having r e ceiv ed an in v i t a t i o n or an approval from th e government and th e Red Cross o f th e country f o r which th e r e l i e f i s in ten d ed . Under th e s e r e s t r i c t i o n s th e American Red Cross could n ot tak e th e a c tio n which you r e q u e s t. I t may be o f i n t e r e s t t o you to know th a t we have r e c e n t ly r e c e iv ed inform ation th a t no o u ts id e o r g a n iza tio n w i l l be perm itted by th e S o v ie t a u t h o r it ie s t o send r e l i e f su p p lie s i n t o R ussia and t h a t i f attem pts have been made t o s h ip such s u p p lie s by any o rgan ization o u ts id e o f Russia,, th ey have probably been r e fu se d adm ission t o th e country. We are a d v is e d , however, t h a t persons in th e U nited S t a t e s who w ish t o c o n t r i bute food or c lo t h in g t o in d iv id u a l r e l a t i v e s or fr ie n d s in R ussia can do so f r e e l y under a system which has been e s t a b lis h e d by the Russian Government. Under t h i s system , i t i s s t a t e d , a person in America can pay to a S o v ie t Agency in th e U nited S t a t e s any d esired sum o f money, w ith in s t r u c t io n s as t o how t h i s money i s t o be expended and t o whom th e proceeds o f th e exp en d itu res are t o be d e liv e r e d in R u ssia , w ith th e r e s u l t th a t th e R ussian ag en ts o f th e system w i l l expend in R u ssia th e money p la ced in t h e i r hands f o r th e s u p p lie s th ey are in s tr u c te d t o buy and w i l l d e liv e r th e goods in t o th e hands o f th o se f o r whom th ey are in ten d ed by th e g iv e r .
