12 WWW.UNWLA.ORG “НАШЕ ЖИТТЯ”, ВЕРЕСЕНЬ 2017 Agenda and Minutes of Meetings According to Robert's Rules of Order Presentation by Orysia Zinycz (Co-Liaison for Branches at Large) at XXXI UNWLA Convention, May 26, 2017 The primary purpose of parliamentary procedure is to maintain order and control a meeting as well as to assure that the meeting ends at an appropriate time. Robert’s Rules of Order, used by over 80 percent of groups in the United States, was chosen by the UNWLA. Basic Principles 1. Parliamentary procedure simplifies the progression of business and promotes cooperation and har- mony . 2. All members have equal rights, privileges and obligations. The will of the majority must be carried out, and the rights of the minority must be preserved. 3. A quorum must be present for the group to act. 4. Full and free discussion of every motion is a basic right. 5. Only one question at a time can be considered at any given time. 6. The chair should be strictly neutral . Regular & Timed Agendas for Branches, Regions, and Teleconferences Regular Agenda Protocol Call to Order Invocation Introduction of attendees (if feasible), speakers, and guests Special Orders: designation in the Agenda which guarantees that time will be devoted to a specific issue during the Meeting and will be dealt with before the meeting is adjourned Reading & approval of Agenda Reading and approval of the Minutes A motion to approve is not necessary, although such a motion is not out of order. The minutes are either approved as read or as corrected, but without a vote. Reports of Officers, Boards, Standing Committees Note: Treasurer's report is never adopted or voted upon unless it has been audited Reports of Special Committees Unfinished Business and General Orders Any issue which was not concluded, was postponed, or was tabled during the prior meeting. The secretary's minutes should inform the chair which items to add to this section/Agenda. New Business Announcements New programs Program speakers are introduced Adjournment. A motion to adjourn may be made at any time of the meeting. The assembly should never be forced to meet longer than it is willing to meet. Timed Agenda Protocol A Timed Agenda designates specific time for each item on the Agenda. Unless it is adopted, a timed agenda isn’t binding. However, once adopted, not only is the order of the items locked in, but so are the actual time frames. Using a Timed Agenda is preferred when (1) an organization cannot control the length of its meetings, or (2) when there is more than one important motion or matter to be adressed at the meeting. By adopting a Timed Agenda, the organization can guarantee that each motion and/or matter will be alloted enough time.
