Ukraine at the United Nations: Ukraine’s Government Reports on Compliance with the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) by Marta Kichorowska-Kebalo, WFUWO representative to the United Nations The Convention on the Elimination o f A ll Forms o f Discrimination against W om en is sometimes referred to as the w om en’s international bill o f rights. It was first adopted by the U N General Assem bly in 19 79 and has been in force as a U N treaty since 19 8 1. Ukraine officially became party to the treaty when the Presidium o f the Supreme Soviet o f the Ukrainian So viet Socialist Republic ratified it on 24 December 1980. Upon acceptance o f the Convention, signatory states commit themselves to submitting periodic re ports to the committee. Ukraine, as a signatory state, submitted an initial report on the status o f women in 19 83. Ukraine’s second periodic report was submitted in 19 8 7; the third was prepared in 19 9 1 but did not undergo the review process until 1996. Ukraine deep ened its commitment to C E D A W in 1994, when the Verkhovna Rada adopted (Decem ber 22, 19 9 3) the A ct On International Treaties o f Ukraine which stipulates that Ukrainian domestic law must conform to the in ternational treaties to which Ukraine is party. The conditions o f the C E D A W convention were then made part o f the Ukrainian legal framework. Ukraine was one o f eight states reporting dur ing C E D A W 'S 2 7 th session held June 3 through June 2 1 , 2002. It is significant that this was the first time that Ukraine’ s non-governmental organizations (N G O s) presented the Comm ission with a “ shadow report” on Ukraine’ s performance with respect to C E D A W .
