It is the time to pray and to ask for salvation, not only for ourselves, but for our troubled Ukraine. To pray that God should bestow wisdom upon the leaders of Ukraine so they can lead their people to a better tomorrow. Ukraine is troubled by men and by nature. As most of you have heard, the flooding in Zakarpattia this time around is much worse then in 1998. At this time, it is very hard to give you specific statistics because they differ from day to day. We do know that once again, we need to lend a helping hand to the flood victims. By now you have received a letter of appeal and official lists requesting help for these victims. While various help will be needed, the first priority is medicine, which will prevent the spread of disease. Purchasing and sending medicine as soon as possible is critical, and for this reason, we are asking only for monetary donations at this time. This month, we also commemorate the 15th anniversary of the Chornobyl tragedy that shocked the world and showed the callousness of the Soviet Government whose policies put production above safety and pride above From March 6 to March 16, 2001, the 45th Session of the Commission on the Status of Women, at the United Nations was held. This year the focus was on HIV/AIDS, its implications on gender and racial discrimination, and plans for a program of work for 2002-2005. At this session, it was confirmed that equality between men and women cannot be achieved by treating women and men identically. In a stirring speech, the President of the International Council of Women, Pnina Herzog, addressed the topic of gender discrimination. “Identical treatment," she said, "ignores women's and men’s different social realities and gender roles. However, when policy makers introduce measures to address socioeconomic issues, humanitarian issues, health, the elderly, the handicapped, et cetera, they often fail to take account of the differences resulting from gender.” The UN proposes a standard of equality, based on a reconsideration and re-conceptualization of “equality” from a gender perspective. This perspective takes into consideration the differences between women and men and their roles and responsibilities in policy analyses, evaluation, planning and decision making. The link between gender and human rights was grounded in an international legal instrument when the UN Universal Declaration of Human Rights condemned discrimination on the grounds of sex. This declaration was developed into International Human Rights Laws, by two general covenants adopted by the UN General Assembly (the political covenant and the economic covenant). The convention on the Elimination of All Forms of Discrimination Against women adopted in 1979 requires respect for Human Right of Women. After 4 World Conferences on Women and the declarations and conventions, one must ask how much longer will the issues have to be addressed in this century to be recognized and respected by all. In March of last year, at the United Nations Commission on Status of Women and at the UN General Assembly, which followed in June, the twelve critical areas of concern of the 1995 Beijing Plan of Action, were reviewed.
