The instruction concentrated on detecting and thoroughly investigating such matters with the objective of ending the vicious cycle, rather than imposing judgment on any one cycle. Rather than following textbook instruction, we found the cadets highly interested in more mundane policing practices. They wanted to hear about actual case experiences and procedures which the police use in the United States. Cadets and seasoned officers alike wanted to learn more about American policing strategies. During training we found that attendees and instructors were able to address problem areas that were heretofore culturally "off-limits" and taboo in Ukraine. For example, Ms. Kotyk-Zalisko was informed that prostitution by adolescent girls typically less than 15 years of age was prevalent. We learned that cadets and seasoned police officers were becoming increasingly concerned with the exploitation of young adopted children by potential foreign abusers and about the trafficking of women in foreign countries. The training program, along with previous visits to Ukraine, helped build a foundation for a conference held this past July. In conjunction with Project Harmony, a Vermont based not-for-profit cultural and educational exchange organization, we coordinated a "Trafficking of Women" Conference in New Jersey/New York. White slavery rings have thrived on the exploitation of women from developing countries for years. Rising unemploy ment, poverty and weakened social structures have caused the CIS countries -- Ukraine and Russia in particular - to become the latest target countries for the recruitment of women into sexual slavery. The Group ofpolice officials in attendance at one of the seminars. recent arrest of Russian gang members in New York City by the FBI highlights some of this far-reaching problem. In a November 1997 address in Lviv, First Lady Hillary Clinton denounced trafficking in women as a fundamental "violation of human rights ... nothing less than modem slavery." The U.S. Government has now identified this problem as a priority issue. The trafficking of women from Ukraine is increasing rapidly. Most women are recruited through friends and acquaintances, but on arrival in the destination country, many women find themselves indebted to a trafficker or club owner. We also found that many of these women are actually sold by their husbands or families. Approximately one year ago in Italy, in the basement of a mob hang out, a young Ukrainian woman stood half naked on a stage, being sold to the highest bidder, while her husband watched nearby. Most of the traffickers are members of organized crime, ruthless organized group of criminals which have been operating in the New York/New Jersey area for many years. Many of the women are offered legitimate jobs and are then either tricked or forced into prostitution. Others know they will work as prostitutes. Many of the young women are often beaten or murdered if they do not cooperate. It has been reported that up to 85 percent of Ukrainian women involved in prostitution abroad are forced into the business against their will. Tens of thousands of Ukrainian women have been turned into "white slaves" throughout the world. The full scale of the problem remains unknown, however, because few women are prepared or able to report what has happened to them to the police.
