Mrs. Clinton went on to say that there is more that needs to be done and more that we in the United States can do to support these efforts. In support of this statement, President Clinton announced that the U.S. would continue to build on the Violence Against Women Act passed by this administration. The First Lady then introduced Secretary of State Madeline K. Albright, who had just returned from a trip that had begun in Ukraine. There, the government has made an extraordinary request that the U.S. collaborate on a joint strategy to combat trafficking in women and girls to and from Ukraine. The U.S. has agreed and the goal is to make this collaboration a model of international cooperation and to mobilize people everywhere to respond to this pernicious trafficking in human beings with a stop light visible around the equator and from pole to pole. During the past year, the Secretary of State has traveled to every comer of the world. She has met with representatives from the human rights community and with NGOs working to advance the status of women. At the ceremony, Secretary Albright said that it was incredible to see the work that is being done by women, often at enormous personal sacrifice. She added that there is no greater ally in the struggle for women's rights than UN Secretary General Kofi Annan. In closing, the Secretary made the following statement: "For the sake of American leadership, for the sake of millions of women and children each year whose lives are enriched or saved by United Nations programs, for the sake of elementary honor and pride, the time has come this year, this month now, for Congress to put aside unrelated issues and pay our UN bill." The next to speak was US Attorney General Janet Reno, introduced by Mrs. Albright as someone who to perpetrators and apologists for violence against women in our own country has earned the proud title of "public enemy number one" and who has made the Justice Department a valued partner in the fight against the trafficking of women worldwide. The Attorney General, who has made violence against women the law and order priority that it has long deserved to be, said that the solutions to domestic and sexual violence and violence throughout our society are not going to be found by police, prosecutors, social workers or religious leaders alone, but that the answer will be found only when all of us are part of the effort. Secretary General of the United Nations Kofi Annan spoke next, stressing that the universality of human rights gives people their strength and endows them with the power to cross borders and defy all forces. The Secretary General pointed out that the UN has a good record on women's issues. Closing remarks were made by President Clinton. Mr. Clinton reminded those present that the annual International Women's Day celebration not only highlighted the extraordinary achievements of women around the world, but also raised awareness of the work yet to be done to assure that women's rights are protected and respected.
