Lviv welcomed the First Lady of the United States, Hillary Rodham Clinton, with the warmth and enthusiasm characteristic of this western center of Ukrainian culture, thought and education, more than making up for the autumn drizzle, snow and slush which accompanied her three day visit. Mrs. Clinton came to Ukraine to deliver messages to the people of Ukraine in general and to the women of Ukraine in particular. The first message was that the United States is a steadfast friend of Ukraine, and can be counted on to stand with Ukraine as it struggles along the often rocky road towards solid democracy. The second message was that democracy is meaningless without the full and equal participation of women. Following seven days of visits to Kazakhstan, Kyrgystan, Uzbekistan and Russia, the First Lady's plane landed on the military side of the small Lviv airport amid the glare of Ukrainian TV lights late in the evening of November 16, 1997. Waiting for her were not only the newly named Minister of Justice of Ukraine, Ms. Susanne Stanyk, the Mayor or the city of Lviv Vasyl Kuybida and his wife, the governor of the Lviv oblast Mykhailo Hladiy and his wife, but also the
