Theatre. The Lviv newspaper “Ratusha” wrote: “How fortunate that this multicultural collective in engaged is such interesting and beneficial work. The presentation of IN THE LIGHT here in Ukraine, will perhaps be of even greater benefit since it has impact on many people here precisely because in it young Americans of Eastern and Western European, Asian and African heritage are seen to be interested in Ukrainian art and engaged by it...” The project has created tha basis for future ex changes. The Yara Arts Group now includes two Ukrain ian actors and Yara has been invited to come to Kharkiv with its next production for the Berezil International Theatre festival in the Fall of 1992. VIRLANA TKACZ Director Yara Arts Group 1994 — THE YEAR OF THE FAMILY On December 8, 1989 the General Assembly of the United Nations passed a resolution proclaiming 1994 as the International Year of the Family. Since then the world legislative body has encouraged its members to examine the family unit within their own socio-political and cultural frameworks in preparation for a compre hensive and mutually cooperative effort in 1994 to deal with the vital issues facing the family at the present time and in the future. The focus on the family is a matter of global con cern. Governments, governmental and non-governmen tal organizations, the private sector and the general public have a stake in the well being of the family unit. Henryk J. Sokalski, Co-ordinator for the International Year of the Family defines the family as ’’neither a static institution nor an abstract notion. It is a living entity, functioning in specific realities.” The realities of course are in the countries in which people live, under the governments which rule them, in economic systems which support them, and subject to the cultural mores which nurture them. The family is a complex unit not in its structure but in its assignment. It is the fundamental unit of society which most readily exhibits changes under the pres sures of the progress of the 20th century. Many changes are positive, while others have led to the weakening of the family unit which, according to many experts, pre cipitates a myriad of social ills. ’’While families are cap able of playing an important role as agents of develop ment and constructive change in society, the negative aspects of society, including social problems, exploita tion and abuse, are also often evident within family rela tionships.” Margaret Anstee, Director-General. United Nations Office in Vienna points this out in her message in The Family, the first issue of a bulletin on the Interna tional Year of the Family, published by the UN. She goes on to say that the “concept of the family must also be compatible with basic human rights, fundamental freedoms and the social policy standards adopted by the United Nations. The enjoyment of individual rights and the equality of men and women should be fostered as basic tenets within the family.” The purpose of the International Year of the Family is to focus on the variety of issues which shape the fam ily and allow or disallow its normal development and functioning within its particular environment. The pur pose is also to learn about, recognize and reconcile dif fering perceptions of the family in the many nations of the world. The objectives of the Year of the Family are multiple and functional, with the aim of “stimulating local, na tional and international actions as part of a sustained long-term effort: a) To increase awareness of family issues among Governments as well as in the private sector. It should serve to highlight the importanct of families: increase a better understanding of their functions and problems; promote knowledge of the economic, social and demo graphic processes affecting families and their members; and focus attention upon the rights and responsibilities of all family members; b) To strengthen national institutions to formulate, implement and monitor policies in respect to families; c) To stimulate efforts to respond to problems affecting, and affected by, the situation of families; d) to enhance the effectiveness of local, regional and national efforts to carry out specific programs con cerning families by generating new activities and strengt hening existing ones; e) To improve the collaboration between national and international organizations in support of multisec toral activities; f) To build upon the results of international activi ties concerning women children, youth, the aged, dis abled, as well as of other major events of concern to the family or its individual member.” The NGOs, (Non-Governmental Organizations) will play a vital role in the International Year of the Family.
