XLIX JULY-AUGUST 1992 Editor: Marta Baczynsky The following was the address of the President of UNWLA, Maria Savchak, delivered at the Conference of Regional Councils, held on May 16 and 17, 1992 at UNWLA headquar ters in New York City. Dear Ladies, members of the National Board of UNWLA! I greet you at this conference of the presidents of the regional councils. This conference was convened in order to give the Nominating Committee the opportun ity to meet with its full complement of members for the first time prior to the XXIII Convention. Also, we invited the chairs of the various departments of our organiza tion, with the purpose of reviewing proposals for the panels which they are organizing for the Convention. A very important session of this meeting will be devoted to examining the work the branches have been doing in 1991, which will be presented by the distin guished presidents of the regional councils. In my remarks today I would like to speak about the responsibilities of the regional councils, specifically their presidents. This is not a new subject, but presidents do change and this matter should be discussed from time to time. In a mutual spirit of friendship we should exchange ideas and examine the strong and weak aspects of our organization with the aim of continuing the efficiency and effectiveness of the work of UNWLA. As you know, regional councils have jurisdiction over branches which are located within neighboring ter ritories. The important tasks of regional councils are: to have an active relationship with the branches, supervise their activities, make sure that the branches execute the instructions they receive via circulars from the Execu tive Committee of UNWLA, and ensure that the work of the branches follows the goals and purposes of UNWLA. Regional Councils must keep in mind that they are the executive arm of the National Board, their presidents are members of the National Board and they represent UNWLA within their particular regions. The level and results of the work of a regional council depends to a large degree on its president. When such an individual is a community leader, ener getic, and appreciates the responsibilities she has taken upon herself, then the work of the regional council brings success, earns honor and respect from the com munity for our entire organization. The president of the regional council should be in constant touch with the presidents of the individual branches within its regional jurisdiction. From time to time she should attend the branch meetings, but she is obligated to take part in the annual meeting of each branch. When she is unable to do so, the vice president of the regional council should be present. Personal con tact guarantees success in work and in mutual co operation. The circulars from the Executive Board should be read and discussed at the meetings of the regional councils, then given to chairs for action. Presidents of regional councils receive copies of circulars from the Executive Board slated for branches or individual chairs. These copies are marked “For information and supervi sion,” which means that it is the responsibility of the presidents of the regional councils to make sure the assignments in the circulars are followed through. Specific committees formed by chairs of regional councils must have as members respective chairs of branches, and if possible experts on the subject, as well as interested members of the organization.
