OUR LIFE MONTHLY, published by Ukrainian hational Womens League of America Vol. XXXIV July-August No. 7 Editor Marta Baczynsky UNWLA AND THE INTERNATIONAL YEAR OF THE CHILD Following discussions in different UN fora over a period of two years, the UN General Assembly in December 1976 approved Resolution 31/1/69 proclaiming 1979 the Inter national Year of the Child (IYC). The same resolution de signates UNICEF as the lead agency for the UN System, responsible for coordination of IYC activities. Olga Stawnychy, Vice President and Camille Huk Smorodsky, Public Relations Chairperson of UNWLA recently attended UNICEF sponsored meetings regarding the year of the child. After the UN resolution respecting IYC was passed, Mr. Henry R. Labouisse, Executive Director of UNICEF, wrote in February 1977 to all governments urging their participation in the Year arid suggesting the establishment of a National IYC Commission. This national commission is expected to be broken down on a regional basis, probably along state lines in the United States. All UNWLA branches are urged to write to the national commission for further information so that they may actively participate in their local IYC programs. The International Year of the Child is concerned with all children in all countries, especially young children. Its major aims are: to encourage all countries to review their programs for the promotion of the well-being of children and to mobilize support for national and local action programs according to each country’s conditions,needs and priorities: to heighten awareness of children’s special needs among decision makers and the public; to promote recognition of the vital link between programs for children on one hand and economic and social progress on the other: to spur specific practical measures with achievable goals to benefit children in both the short and long term on the national level. The Year should also provide an opportunity to em phasize the intellectual, psychological and social deve lopment of children, in addition to their physical welfare. Since 1976 is the 20th anniversary of the Declaration of the Rights of the Child, the IYC is an opportunity for each country to increase its efforts to implement those rights. UNICEF will be sponsoring programs such as film strips and film festivals featuring themes on children. Al so it will be preparing radio shows and exhibits. It will be building on traditional children’s festivals throughout the world where the IYC theme will be introduced. UNWLA is in a unique position with its preschool nursery program to add its own contribution to the Year of the Child. In addition, we must not forget the plight of the children of our political prisoners in the USSR. With IYC, UNWLA looks forward to planning programs on this theme. CAMILLE HUK SMORODSKY DECLARATION OF THE RIGHTS OF THE CHILD The following are excerpts from the United Nations Declara tion of the Rights of the Child of November 20, 1959. Preamble: W hereas the p eop les of the United Nations have, in the Charter, reaffirmed their faithe in fundamental human rights, and in the dignity and worth of the human person, and have determined to promote social progress and better standards of life in larger freedom. W hereas the United Nations has, in the Universal Declara tion, of Human Rights, proclaimed that everyone is entitled to all the rights and freedom s set forth therein, without distinction of any kind, such as race, color, sex, language, religion political or other opinion, national or social origin, property, birth or other status. Whereas the child, by reascn of his physical and mental immaturity, n eed s special safeguard and care, including appropriate legal protection, before as well as after birth. W hereas the need for such special safeguards has been stated in the Geneva Declaration of the Rights of Child of 1924, and recognized in the Universal Declaration of Human Rights and in the statutes of specialized a g e n cie s and international orga nizations concerned with the welfare of children. W hereas manking o w es to the child the best it has to give. Now therefore, The General A ssem bly Proclaims this Declaration of the Rights of the Child to the end that he may have a happy childhood and enjoy for his own good and forthe good of so ciety the rights and freedom s herein set forth, and calls upon parents, upon men and wom en as individuals and upon voluntary organizations, local authorities and national Governm ents to recognize th ese rights and strive for their observance by legislative and other m easures progressively taken in accordance with the following principles: 1.
