DECEMBER 1974 No. 11 National Council of Women of U.S. God Eternal The 43rd Biennial m eeting of the N ational Councl of W om en took place on October 16 and 17, 1974. The frst day’s m eeting was at th e B iltm ore H otel at 43rd St. and M adison Ave. in N ew Y ork City. A fter the Standing C om m ittee C hairm en had given their re ports, M rs. Spafford, C onstitu tional Review C hairm an, p re sented the revised Bylaw s for ap proval. She stated th a t it w as not the duty of her com m ittee to im pose or defend any views on the Bylaws., b ut to explain reg u la tions and provide precise w ord ing. A fter a few m inor am end m ents, the Bylaw s w ere accept ed. The luncheon w as addressed by Mr. H enry Labouisse, E xecu tive D irector of U N IC E F, who spoke on the w ork of U N IC E F and the m ulti-faceted problem s th a t arise in giving aid to needy countries. Senator H ubert H um phrey w as scheduled to be th e other speaker, but had to w ith draw and had asked Senator Senator Charles Percy to take his place. Senator Percy w as called to W ashington shortly b e fore the luncheon b u t m anaged to get back ju st as th e luncheon guests w ere about to leave. He spoke for a very short tim e, also reading a p arag rap h from a let ter th a t he had w ritten to H enry K issinger in w hich Sen. Percy, in effect, chides the S tate D e p artm en t for excluding wom en from the U. S. D elegation to the W orld Conference on H unger w hich will take place in Rome. A t the afternoon session, M rs. E lizabeth C hittick of th e N a tional W om en’s P arty, reported on the International W om en’s Y ear preparations in W ashing ton, D. C. A U. S. C enter for IW Y serves as a clearance house for inform ation on w hat various groups are planning, serves as a support and advisory center. Jan u ary 11., the day A m elia Ear- h a rt flew the Pacific, has been chosen as the sta rt of IW Y in the U.S. A n IW Y Calendar of m onths has been proposed featuring a different area of w om en’s parti- cition each m onth. The President is expected to nam e aU.S. Com m ission for IW Y shortly. The m em ber organizations’ re ports followed. The A m erican W om en’s Association, which gave $110 dinners and p u t up a 71/2 million dollar building, is dissolving and giving over its as sets, m ainly in :blue chip stocks’ to NCW . The H adassah representative reported th a t at their convention in A atlanta, Ga., w ith 4200 p res ent there w ere about 1500 dele gates. W ith a m em bership of 335,000 their 197:3 income w as 23 million dollars. A n organization of black w om en called L IN K S w as organized in 1946. T hey m eet in hom es in chapters of not m ore th an 20, in 43 states they have 137 chapters w ith a total m em bership of 3000. The LIN K S, w hich concen trates on youth services, has giv en over $100,000 to the N egro college fund. E ach Biennial m eeting they decide on a nation al project w hich is directed through the respective national chairm an through the chapter chairm en. M rs.
