On O ctober 16, 1918, th e E m p e ro r C h arles I, in d efeat, ren o u n ced th e th ro n e an d in h is m a n ife sto p ro claim ed th e f o r m a tio n o f a U nion of N a tio n a l S ta te s w h ich w ould include all Vol. XXIX. NOVEMBER, 1972 No. 9. th e n a tio n a litie s w h ich h a d b e longed to A u s tria . A t th e sam e tim e, he rele a se d all th e m e m b e rs o f P a rlia m e n t fro m th e ir o a th s of alleg ian ce to A u stria . T h e m em b ers of P a rlia m e n t, th e n in V ien n a, th e re u p o n o r g anized th e ir ow n N a tio n a l Councils.
