Ukrainian Women Represented At the IWA Congress O UR F R IE N D It is not an easy ta sk to p ain t a p o rtra it w ith a few b ru sh strokes. It is alm ost im possible to describe a g re a t wom an in a few words. The w ork of our wom en’s organizations on th e in tern atio n al field is closely con nected w ith th e person of Dame M argery, our friend. She is one of th e very few wom en in th e world who have been u nder stan d in g of th e p articu lar social and political problem s w hich confront th e U krainian wom en’s organizations and has alw ays supported and encouraged us to m aintain intern ation al relations w ith wom en from other coun tries. Dam e M argery, now th e H on o rary P resid en t of th e In te rn a tional A liance of W omen, was one of its founders in 1904, and a close co-worker of M rs. C arrie C hapm an-C att, its firs t P resi dent. In 1923, D am e M argery was elected P resid en t and d irect ed th e organization fo r 23 years. She w as th e one who b ro u g h t th e U krainian W om en’s A ssocia tion into th e Alliance as early as 1920, and our wom en attended several C ongresses under her leadership, th e last one in In te r laken (Sw itzerland) in 1946. The events of W orld W ar II disrupted our close association. In 1955 ,at th e Golden Jubilee C ongress in Colombo, U krainian wom en renew ed th e ir contacts w ith th e Alliance. A gain, Dam e The XX I C ongress of th e In tern atio n al Alliance of W om en w as held in London, in A ugust 1967. H.R.H. P rincess A lexan dra, th e Hon. M rs. A ngus Ogilvy opened th e Congress. Founded in 1904, th e IAW stru gg les for real equality of rig h ts and re sponsibilities fo r wom en w ith m en. It enjoys consultative s ta tu s w ith th e ECOSOC of th e U nited N ations. T here w ere 36 n ations re p re sented. M rs. H elen S. Prociuk of New Y ork represented th e W orld F ederation of U k rain ian W om en’s O rganizations as a F ra te r nal D elegate. All delegates w ere housed on th e cam pus of th e Southlands College of E ducation in W im bledon. The sm all b u t lively com m unity of som e 200 wom en w orked and studied to g eth er fo r 10 days. The overall M argery was in stru m en tal in b ring in g th em back. R epresen tativ es of th e W orld F ederation now atten d Congresses as F r a t ernal D elegates on a reg u lar b a sis. The life of Dam e M argery has been a rich and rew ard ing one. She w itnessed both W orld W ars, th e beneficial changes b ro u g h t about by industrialization, th e gradual em ancipation of women, and th e ir effo rts to gain full equality in political, social and economic spheres. Dam e M ar g ery is accutely aw are of th e fact th a t wom en and society often fail to m ake equal rig h ts work. W om en are guilty of no t using th e rig h ts th ey have won, and society is gu ilty of n o t im plem en tin g th e equal rig h ts aw arded to women. Now 86, our friend has re m ained an active and im p o rtan t w orker, who atten d s various con ferences and heads various com m ittees. In 1967, she w as m ade a Dam e of th e B ritish E m pire fo r h er w ork on behalf of equal rig h ts fo r women. H . Prociuk w arm th and friendliness w ith w hich th e delegates w ere m et as well as th e flexibility and in fo r m ality of protocol w ere g reatly conducive to th e form ulation of creative ideas and a free ex change of views. The X X I Congress w as called one year p rior to th e Y ear of H um an R ig hts now being plan ned by th e U nited N ations in w hich th e D eclaration of th e E li m ination of D iscrim ination ag ain st W omen, if passed by th e G eneral A ssem bly, will aw ait signing and ra tify in g by th e m em ber states. The X X I Con g re ss’ u rg e n t ta sk w as to alert wom en everyw here to p u t p res sure on th e ir governm ent to sign and ra tify th e D eclaration as soon as possible. W om en w ere urged to renew th e ir activities fo r th e im prove m ent and practical im plem enta tion of wom en’s rig h ts in th e ir own countries. The economic s it uation of women who, because of lack of educational opportunities or because of governm ent-plan- ned economy in some countries (e.g. Soviet U nion) have m issed form al secondary education or w ere channelled into unskilled em ploym ent w ith little or no hope of progress or prom otion, w as discussed and all women, es pecially those in developing countries w ere urged to fo rm u late and ca rry out schem es w hereby vocational guidance services and education would be m ade available to all women. The C ongress also urged th a t th e U nited N ations Regional Com m issions should include in th e ir p rogram research a stud y of th e role of wom en and th e ir special problem s, and th a t wom en be in cluded on th e s ta ff of U nited N a tions Regional Econom ic Com m issions. The X X I T riennial C ongress of th e IAW w as th e 5th p o st w a r II C ongress atten d ed by U krainian women.
